At one time; the most expensive budgie was the cobalt parakeet.

When this mutation first appeared they were sold for $1000 U.S. each.

Myself; I like the lutino budgie. I like their appearance and shape. Lutinos are not super expensive; but they are quite rare.

First, figure out what kind of parakeet you want. They range from Alexandrines to Budgerigars (budgie).

"A parakeet is one of several parrot species. The term is descriptive and used for small to medium-sized, long-tailed parrots but does not imply a taxonomic link between the different parakeets.

Read up on how to care for them, their cage requirements, food and toy requirements, and how long they live.

Then find a breeder in your area for that breed and check them out. Make sure that the place is clean and that the birds are all well cared for. If they won't let you see all the birds and cages, then they may not be a good breeder. If all is well, then pick out your new baby! :)

Alexandrine parrots are actually parakeets, even though they're huge compared to what most people think of as "parakeets" (budgies). Sometimes they're referred to as the poor-man's macaw.
