Current issued M16's are Government property and illegal to purchase.
Surplus models are available, but generally only to other Government agencies or Law Enforcement. Owning one would be illegal.
Dealers manufacture samples and product for government and select corporations. Models made as Dealer's samples or products made after 1986 are illegal for civilians to own.
Models made prior to 1986, registered properly, and in civilian hands before 1986 are ownable and transferable with the proper background checks, law enforcement endorsements, and taxes aid.
However, transfer of these to anyone else without the proper investigations, taxes, and endorsements, except through inheritance after death, is illegal.
So, unless your dad is planning on buying one of the commercially available pre-1986 models ($5,000+) and then killing himself...
...you better start saving your lunch money little kid.

Did you know yahoo, google and other internet locations log what is typed? Dude, yes. Recently a man was convicted of killing his wife and what got him convicted was the court had knowledge of a google search he did on how to kill his wife. Yahoo is the same as google in this example.

The only way you can own an M-16 rifle is too do it illegally.
You can buy an AR-15, which is similar, but it is not automatic.
