i think that it means when you are too hasty about things you will most likely stumble but when you take your time you are more likely to succeed a little like the tortuous and the hare.

Let's take the quote backward. "They stumble that run fast". It's a metaphor. And what it means is that the person who acts too quickly without thinking something through carefully is not likely to gain his objective. On the other hand, the person who goes at a project "wisely and slow" is the person who thinks things through and works with carefulness in trying to accomplish his objective. The thrust of the quote is that this is the person who will accomplish what he sets out do.
