if you fail all of your classes or if you withdrawal from all of your classes, you will have to pay back the grants

Nope... grants only need to be payed back if you apply for them and then end up leaving school in the first few weeks. Even then, sometimes not.

No it is free money from the government.Loans are the only ones you must pay back.Any grant is free money.

No. Its just money they give you. You do have to pay back the Federal Perkin's Loan.
