Yes ,you have to get a release form from the detectives that work the jurisdiction in which your car was impounded example: North Hollywood, North East Police Station, San Fernando Rd. Also depending on how many days its has been impounded for, a rather large towing fee, $189.00 initial tow charge and then roughly $33.00 a day. It comes to about $1073.00 after the 30 days have passed. But the detectives will give it to you if you were not the driver when the car was impounded If you were the driver at that time sell your car to someone you can trust and have them go to the detectives.

If you didn't allow that person to drive it, then you should go to the cops and file a complaint of theft or joyriding or such. I'm not sure if you'll get it back sooner though, I think even in less complicated cases of theft, when the thief did have a licence or a car is recovered without an arrest, it may take a while before they've verified the ownership, checked out all evidence etc.

It depends on the state laws. Same thing happened to me a while back and I live in Georgia. I got my car back the next day. Look up the laws for it in your state. I know some states (like Arizona) do make you wait 30 days to get it back.

Nope....in CA the vehicle is mandated by law to stay under a "police hold" for 30 days.....there's many reasons for this, one being, people w/o a license are not allowed to drive and those that lend them a vehicle are going to pay a HUGE financial lesson because of their negligence.

This really depends on your particular location, not just the province or territory or state but sometimes the country, the city etc...
Honestly, without specifying your location, any specific advice is useless. Edit your question and say where you are!
