Where I live, leaving intact female dogs outside at all is illegal when they are in heat. So is taking them out in public, walking them around the neighborhood, etc. This just screams to males, and they get aggressive, will dig out, jump fences, do whatever possible to get to the females.
Not only that, but intact dogs are 3 times more likely to bite.
I suggest taking your dogs to the vet and having the pregnancies aborted and them spayed, otherwise all of those puppies will reproduce and there will be many more puppies and dogs put to death in the future.
Your neighbor needs to get his dog fixed to, so that he can't get any other dogs pregnant in the future. This will also help keep him from wanting to roam, although it is not a guarantee.
This is very sad for the dogs and for the soon to be born puppies.

Spaying your dogs would have kept that from happening but since the damage is already done take comfort in the fact that you are not left to shoulder the burden by yourself if you prove that your dogs were confined in their own yard when the deed was done.
Your neighbor also has the responsibility of keeping their dog confined to his own property.He was negligent in this.So legally he is liable for these pups as are you.
Your dogs are considered your property.Neighbors dog has damaged that property by impregnating all 3 and causing you alot of grief.
Call animal control and report the incident.get an attorney's opinion and get into small claims court.You can sue for half your cost of food,vet bills,and add in punitive damages.You should end up with enough to spay all 3.

Call animal control on him. Are your dogs staying in your yard since they keep getting pregnant?
I would suggest getting your dogs fixed so that dog will stay away.
It is animal instinct. Even if your neighbor is keeping his dog in the yard, if his dog smells a female in heat, he will find a way out.

Why are your dogs not spayed? Shame on you for being so irresponsible.
Get them fixed.
Then, take your neighbor's dog and have him fixed.

When you have dogs is heat it is your responsiblility to ensure other dogs cannot get to them, a female in heat can attract males from any where in a one mile radius, if your neighbours does not get them someone else will

What you SHOULD have done is have your dogs spade. Now there are going to be a bunch of unwanted puppies which will probably have to be put down.
