what is best for professionals may not be best for a novice
what is best for one person may not suit the style of another person

The industry standard for professionals is Photoshop. Many amateur and even professional photograhers use Paintshop Pro. Hobbyists tend to like Photoshop Elements or Photo Impact. Artists like Painter, Painter Essentials, and Gertrudis Pro.

If you want the best and are willing to spend the money to get the best then Adobe is the best. There are a few different one's out, Adobe Ellements is a simple, less expensive and very good program. Adobe Photoshop is expensive and very complex. Good Luck!!

If you have Microsoft Office then it has picture manager and that is easy to use and fix and make pictures look good.
