Well it has to start some where right?
I got blue eyes when both my parents have brown. Some genes don't come from mum and dad, but grandma and grandpa too.

yes, because each parent can have the cleft chin as a recessive gene (c). Cc x Cc = CC, Cc, or cc. So yes, the child has a small probability of having a cleft chin.

I don't think it can, sorry.
But it's always possible that it just isn't visable in either parent. It's a bone cleft too, not just the skin, the skin might have rounded out.

I hope so. Neither my mom or dad have one, but I do. If they have one it is very slight. Absolutely unnoticeable. I do know that my mom's brother has one. Maybe it just runs in family genes.
