I live in Wv and recently bought a car from a private owner in pennslyvania... in order to sign the title over does she just sign the back of it and we go on our merry way or do we need to go to a notary in the state of pennslyvania and sign it over?

Title has to be notarized, but this can happen wherever the buyer and seller are. It need not be in Pennsylvania.

To transfer a title in Pa. you and the seller must be present at the notary,with some form of ID.
