Taxing individuals alone, will never succeed in cutting greenhouse gas emissions to the levels we need. Government and industry must set their own house in order before putting the onus on the individual.
Sure enough, we can all play our part, mainly by using less energy, and being careful about how we travel. But if emissions are going to be reduced adequately, Industry and government need to take the lead.
As for taxing people who breath too fast - someone should have taught you at an early age that sarcasm is the lowest form of wit.

I never knew that excessive breathing produced excess Co2 in an outward sense.
I do know that excess/fast breathing retains Co2 in the body that then retards your ability to move your diaphram and that causes SEVERE PAIN and can be dangerous.
Taxing this now that is silly unless were were chipped and GPS allocated to monitor life signs

Forget about taxing .
First,check for what caused them to breath fast and consequently produce more CO2.If you find the cause,
you will be more human and less money grabber.
