It probably depends on what denomination you are involved with, but to put it simply, the minister will preach as part of his job, but a preacher does not necessarily have to be a minister. A minister would normally be the overseer of a church, a preacher just preaches of the Bible. Billy Graham would be considered a preacher but not a minister. Allow even he is involved in the ministry of evangelism.

A good preacher should be the same thing as a good minister which is supposed to be a servant. Even Jesus said that he came here on earth to serve. And he did. He even washed his disciples' feet.

Guess that depends, Minister -- greek Dia'kinos means 'one who walks through the dust. Jesus was both a preacher, one who told people about God, and he was also a minister, one who walked from town to town to tell people about his Father
