If you are in a warmer climate than it could be fleas bothering your dog and he has now chewed himself raw. The raw areas are called hot spots and must be treated by a vet. Sounds like they have become infected. Thats the foul smell your smelling. If your dogs has been licking them then his breath isn't going to be good either.
A trip to the vets is in order quickly.

well, do you feed him canned dog food? that is known to make the dogs breath smell bad. ya might want to check with the vet about the raw spots. also about the breath, you should brush his teeth at least once a week.

Could be worms, malnutrition or even a yeast infection.
you can try using a wormer if it might be worms and switch to a raw diet if it is a yeast infection and try "nzymes" products they have great products but a bit expensive. i would reccomend a raw diet nearly all the time but from what you have said it sound like its from his food so you should consider it

Yours would smell bad too if you licked your butt. It could be a dental for food issue. Does it always smell bad or just sometimes? if its just sometimes refer back to the first line.

Flea allergy or hot spots... Sounds like he needs his teeth looked at too.. Might be crappy dogfood causing both problems... Check with the vet.

He could need a teeth cleaning from your vet. Also brushing his teeth every day helps.
