Practice, practice, practice.
Cruise your neighborhood for the quietest streets and start on those. Training sessions should last only about 5 minutes, but on a walk, you can cross a quiet street at least 15-20 times.
Praise bravery, ignore fear. Ignore him when he puts on the brakes. Don't coax and sweet talk him, drag him. You will be pulling him a little, don't be scared, you're not hurting him. Insist he cross.
Next lesson is in your driveway. Start your car (let it idle) and insist he walk up to it, around it, and keep at it until he ignores the car and the sound. Again, 5 minute lessons, but do it a few times a day. Soon he will trust you to keep the mean, scary cars away from him.
Obedience training teaches you how to train without making his problems worse.
Also, once he gets the idea that you are in charge it will be easier to lead him across streets.

If he is not used to walking on pavement then that could be your problem. Also when he starts to slow down give him a jerk on him lead to snap his attention away from the street and back on to the walk. He may also be frightened by the cars too. It will take some work on your part but the more you expose him to things that frighten him the less in the future he will be.

Walking your dog IS treating your dog. Show your dog who's boss and stop walking before you cross a street or when he acts up to get him in line and when he is in line start walking again!

Bribe him if you must. Or try different places to walk him. He might be distracted or scared of something on the opposite side of the street.

Yeah, he is controlling your walks.. Move your chain up higher on the neck and just turn and walk. If you keep the collar up high on the neck you have more control over the dog.

Hold a treat in your hand in front of his muzzle. He can smell & lick at the treat, but doesn't get to eat it until you have crossed safely.

reward with a treat if he crosses and if not dont give him one.........soon he will always be crossing the street .....thet is when u stop the treats and he should do it on his own.

try using the gentle lead head collar, with this your dog will go where you go. Its not harsh like a choker but has the same effect.
