Only the length although short layers have a choppy look as with longer layers is flows more. Of course this would depend on your hair texture .

Most people get long layers anymore... I don't know your age( but ur avatar pic looks young!) so I will advise long layers. I mainly see short layers on older ladies. That is a good way to start out anyway....With long layers your shortest layer is 5-6 inches long, where with short layers , your shortest layer may be 2-3 inches long(or shorter!)

I made the mistake of asking for really long layers, I thought my hair length would be long and in layers, what I got was short hair that didn't look layered at all. The stylist said I was looking for a cut that "shapes my face"

Long layers are literally long, like closer to the length of your hair. Short layers are shorter hair. Long layers usually are best for long hair.

long layers will make your hair choppy near the ends, which i recommend over short layers for long hair, which will be more near your chin and give you a mushroom style look which i think looks hideous. just saying.

They vary in size depending on your hair style and some layers may work better with others, just depending on length.

I prefer hair that is shoulder length or longer, And also since that men who like females are more often then not right, they like long hair because this looks more feminine, as most men have short hair.

short layers are short, high to the crown. long layers tend to be towards the quidline (bottom) of ur hair.
