If the officer viewed 70, then he can write the ticket for that. He actually doesn't have to lock in the speed, or even show you the radar display.
You won't win in court over the 1 MPH, is the fine a lot less for 14 over rather than 15?
If you have other issues or facts in contention then it may be worth your day in court, but not over that.

You are not going to win this. The radar readout is not the determining factor in what the citation is written for. You can thank some idiot liberal judge for this. The first traffic radar units were set by the officer at a predetermined speed. Any speed over that limit and the unit would automatically lock on that speed. Since the radar did all the work the officer could just sit there. The judge thought that was unsporting and required traffic radar units to be manually operated. So, the officer sees you speeding 70 miles per hour on his radar. He reaches to lock in the speed and you slow one mile an hour and it locks at 69. It's the officer's TESTIMONY that your speed was 70mph and that is what justifies the ticket.
You're toast, honey. Pay the fine.

Assuming you are truthful...
He put 70mph because in most jurisdictions, if you are travelling 15mph or greater over the speed limit, an additional charge of wreckless driving can be filed.
It is a good thing that you are contesting this because if you present it solidly, you have a chance of the magistrate throwing it out the window.
Most people fail at this because they go in whining about things like "the radar might not have been calibrated" or "the cop didn't even have his radar on".
Don't whine, don't speculate, just tell it like it is.

Sure! You are guilty of speeding. So instead of being a responsible person and paying the ticket, you are going to waste a **itload of taxpayers money by contesting it in court. You will, no doubt, lose anyway - and have to pay the ticket plus court costs.
