Yes it is. There are several species you might have seen, American Kestrel is the most common falcon. Its small, about the size of a Mourning Dove. Merlin's are also small, just slightly larger than a Kestrel. Both Peregrine and Prairie Falcons are found in Nevada. They are larger and are powerful fliers.

Actually, depending on the type of falcon you may see them just about anywhere. They're actually not uncommon but simply that people just don't see them. Falcons are not as commonly sighted as hawks because they spend little time soaring as hawks do.

Here's a couple of guides to identify various kinds of raptors. Falcons' silhouettes are pretty distinctive. If you got a good look at it flying, you probably can tell for sure if that's what you saw.

Possible, but you more likely saw a red tailed hawk.
