For the most part it's their master's fault, or the person's who takes them out for walks. They don't pay enough attention, and dogs are highly curious animals. They go where their nose leads them, and they have great sense of smell. A dog may smell a dog that's in heat a mile away and decide to check it out. Food can also attract them, just like other dogs, cats, even people. They wanna check everything out and if you're not looking they're gonna get lost. Most of the dogs are very fast and they're out of your site in a blink of an eye! That's why you always gotta keep an eye on the dogs, otherwise you may not see them again. Many people think that dogs run away, but it's not true. No dog would run away from a good master and good home. They're too attached to both. They just wanna have some fun without realizing that they're moving away from their master or home. They probably think they'll be able to come back home or to their master after they finish checking out that pretty new irish setter or a new puppy in a park, or finish up that juicy bone someone left behind the bushes :) Some dogs get scared from loud noises, other dogs and stuff like that and just start panicing, so they run off not really paying attention to their master trying to call them back by screaming their name. And once they're out there all alone and when they don't have a clue how to get back home the trouble starts. And we all know that all sorts of bad things can happen to a lost dog... That's why you gotta keep an eye on them, keep them on a leash while walking if necessery, and teach them to come to you when you call out to them.

Same reason people do...they get into unknown territory and can't find their way home. Dogs have a wonderful sense of smell, but if they do not know the smells around their neighborhood, or they have just moved in, or they are driven in a car out of their known area, and get away from their masters, they can get lost.

Because someone was negligent and didn't have their dog in a fenced yard, or on a leash, or didn't train it not to bolt out the door. They get out and following their nose and suddenly look up and don't recognize where they are.
