I used to work with an incredibly annoying person who would say this all day... It got stuck in my head and now i would like to know if anyone knows what it really means...

A gander is a male goose. I guess you could interpret it as "what's good for all people is good for the man"

I am 73 years old and I first heard it from my grandmother. I have always thought that it means that everyone is to be treated the same under the same circumstances.
