I think she's too young to start dating. especially 15 and 16 yr. old guys.
and I think you're a great sister to be concerned about her this way. she should definately listen to you because you obviously want what's best for her.

This is your parents decision. Not yours and not your sisters. But, since you asked, I will give you my opinion.
13 is WAY TOO YOUNG to be dating. Especially dating boys who are older than she is.
I am sure she will whine and complain about this opinion. But, 13 (heck 15) is too young to handle an adult relationship. And that is what dating is. Dating is an adult activity.
Once she starts dating she should not be allowed to date boys who are older than she is (this goes for you too).
Younger member of the relationship has a tendency to want approval from their older partner. You want to look cool or seem mature. This usually means you end up doing things that you are not cool or mature...drinking, smoking, doing dangerous things, driving wildly, partying more than you normally would with friends your own age.
16 should be the minimum age for light dating. At 16 you have had a chance to see all the stupid mistakes about boys your girlfriends have made and see how often and how painful heartbreaks are. Plus you can drive - so if a date goes sour you can escape under your own power.
The opposite sex is attractive; but they are also rather dangerous; especially to young women who haven't been paying attention to what is going on.

It does depend upon your sister's outlook really..My youngest daughter was only 13 when she told me she wanted to date a lad..I was happy for her as it was a big time in her life..She new the score as we had always been friends and could talk about anything...They dated safely,and he was aware that if he stepped out of line the family "mafia" would break every bone in his body...No problems..Let her grow up but keep a watchful eye...

Yeah she should wait. They have got raging hormones
and your sister is very young. She is still growing up
herself. I wouldn't let my son go out with a 13 year old.

depends on her maturity. is she mature for 13 or still not knowing?
i think it would be great for her to wait.
and she wouldn't be pressured for sex so soon from the older boys who expect sex more.
all in all better to wait... and enjoy being an adolescent.

I think that, if your sister thinks she's ready, then there is really no stopping her. It'd be better for her to do it out in the open, and know that she can come to you, than for her to have to hide it from you because she knows that you disapprove. Just my opinion. :-)
