That's a good question. It's tricky to try to answer it without knowing all the intimate details of both sides of the relationship.
It's something you have to decide as you go. Somewhere along the way, you may get a strong urge to say how you feel to the guy, and you may feel that it's the time he'll most likely listen to you. That might be the right time, whether he has told you about his feelings or not.
If he has feelings for you, he will appreciate your saying it to him. If he doesn't feel that way about you, he might feel cornered and might say he doesn't feel that way, but he likes you as a friend. In either case, what can you lose? At least it's in the open and you won't be worried about it anymore.
