If she's a friend of yours who normally talks to you about her boy problems, then you could be reading too much into it.
If she doesn't normally mention other guys, then she's obviously hinting at something. Her response, "guess" almost definitely means you.
Go for it. Tell her not to go out with the other guy. When she asks for a reason, tell her you like her. Girls like to be liked, and you'll get major props for being up front about it.

She could have been talking about you but then again she could like someone else and she want's you to talk to them for her. I think you should just ask her. That way you can get your answer and not have to keep on guessing.

There is no sure way to tell for this one. I have to admit that I have done that and sometimes the guy stepped up and asked me out sometimes he didn't.
