On their own or with a group of other 13 year olds ?
On their own I would say NO.
With a group, my daughter has been to Southend with her friends when she was 13 to go to Peter Pans Playground etc. As long as you can trust them not to be silly why not.

National crime statistics show that Southend has a slightly higher crime rate than the country as a whole - but not by much. The area it performs worst on is Criminal Damage

It's certainly far safer than other parts of Essex which, as a whole, has a crime rate far above the national average.

The crime statistics for 2005/6 show there were 158 sexual offences in Southend. With a population of 159,561 it means the chances of being a victim of a sexual offence in any given year are just less than 1 in a 1000.

Often the way the media portrays crime makes things seem far worse than they really are. Southend has something of a bad reputation but overall it's no better or worse then other places.

If you go to pretty much anywhere in the UK you need to be sensible and take precautions to avoid getting into difficulties. A bit of common sense and you should be fine.
