Sounds like a 'control issue' to me. Perhaps he enjoys controlling the relationship he has with you and is playing a bit of a game with you. Maybe he enjoys the fact that you like him, and it makes him feel good about himself, and makes him feel powerful. It's probably not a healthy dynamic for you.
How do you respond when he tells you that? Next time he says something like that, I'd say, 'I completely agree. This whole thing has gotten a bit old.'.
Keep control of your own feelings and resonses. Don't give this person control over how you respond.

It means he wants to tease/flirt with you, with no strings attached. You dont need that in your life, so leave him to be by himself and go look for someone you wants to be with you. He doesn't like you, he just likes the chase. My advice- no good.

it means that he just likes flirting with you and will never be in a relationship with you again. and if things are like that he is wasting his time flirting and you as well. quit the flirting bullsh*t and just move on with your life.

it means you should stay clear of him. he is flirting with you to massage his male ego. if you act indiferently to him it may make him realise what he liked about you during the first 4 dates. i am presuming it went wrong during the 5th one.
