I'm making a chocolate mousse pie, and the recipe calls for 2 cups of heavy whipping cream, whipped. Are there any substitutes for this? Would 2 cups of half and half be okay?

You need the whipping cream to give the mousse the correct texture and mouth feel.

Half & Half can't be whipped UNLESS you have one of those early stick blenders that they advertised on TV 20 years ago that could apparently turn skim milk into a tasty "whipped treat".

You can use half and half but it takes longer to whip up. Add some powdered sugar to it and you will not be able to tell the difference.

No it won't really work. Because heavy cream has a higher fat content and that's what helps it get fluffy when whipped.

To lower the fat content , substitute low-fat milk for whole milk, whole milk for half & half, and evaporated skim milk for whipping cream. Using lower fat content ingredients will affect the texture. Higher fat content ingredients produce a richer and creamier product.
