My dogs always chase birds when they get the chance to.

Usually they chase birds for fun, the same reason they chase balls, cats, sticks, small children, and each other.
By nature dogs are predators and some of them will actually hunt, kill, and eat; but being pack animals, most of them will eat what their pack leader (usually their human) gives them instead.

what kind of dog do you have? Do you have a border collie? they are the kind of dogs that rounds up farm animals on a farm. and they always feel like they have to have something to do. and if you don't live on a farm, they will find something to do. and chasing birds means work to them.
