This depends entirely on the context in which he said this to you.
For example: if you had just told him that you love him and that was his response...well, not a good thing. If he said it trying to coax you into sex...also not a good sign.
But if he simply came out with it after touching your hand at dinner....very good thing.

yes it could strongly be love but remember it could also mean u two just respect and trust eachother.
