No books will help you speak English fluently. I would suggest you listen to the language as much as you can. Tv, radio, listening to the lyrics of the songs....these kind of stuff. Or try to find people who speak English so that you can practice.

Conversation will help you SPEAK more fluently, so either hang out with English-speakers (I did that while studying overseas...and learned much faster than while in class), or get some audio-tapes or CD's.
To improve your vocabulary, reading IS best: try simple, kids' books, depending on how much English you know now. Then move on to classics, like Hemingway and Steinbeck. Their writing is simpler, but still interesting. I highly recommend "Of Mice and Men", but you'll also be dealing with 1930's, western dialect. Kurt Vonnegut is also good, but you might find his plots rather crazy!
For REALLY proper English, read British authors from before 1920.

Congratulations on your wishing to better your English! I admire you greatly. English was my third language (I didn't speak English clearly and fluently until I was 10 years old) after Castillian Spanish and German. I know what it feels like to want to speak English clearly and fluently.
The way I bettered my English speaking and reading skills was at first by presenting myself in situations that involve speaking with persons who would help me improve my language skills. I would stay after school to help my teachers with chores. We would speak only English. I also found some nice girlfriends who had a lot of patience and took the time to help me learn how to speak English fluently. I asked my parents to speak English around me to better my skills...often my parents would converse in Spanish, French or German and not English.
I also would visit the library to find books of subjects (fiction and non-fiction) that would interest me in English. I loved the old Norse mythology books (like my ancestry) that were written in English. I had read these same books in German as a young child so then reading them in English was easier. Now I brush up still in my English by conversing with my husband and friends only in English. If I want to speak German I will do this infrequently with a few friends. Now I primarily think and converse and read in English. I allow myself 2 German and 1 French language books only a month. I wrote my Master's degree thesis in English....so I am telling you that with my experience, you CAN master English!
Go to the library and check out books in English from the juvenile section that you would like. Some libraries have excellent English as a second language books for adults. Ask the librarian. The juvenile books are also good if there are few or no adult books of easier English.
Good luck! Let me know how you are doing!

Rather than a book I'd suggest you go and socialize at a coffee shop, bookstore, library, mall etc. and converse there. A book will teach you words yet not how to more fully speak the language fluently. And, by how people reply to you out at more public social places...that will let you know how your communication skills is being understood.

I do not know the "Good book" to learn the language, but I've learned to speak simply by listening and repeating what I heard. Also do not learn the words you do not know in your language, learning the words I knew helped me to grasp the English.
