Usually it is an embarassment issue- a lot of birds will go over making the noises and mumble/talk to themselves so they can practice and get it right. They are just insecure about making the right noises (to fit in with the group). It may take a bit, but eventually he will talk with you in the room- once his confidence goes up that he is saying the words correctly.

They are a very shy bird,i have two and they are the same but they talk to each other a lot, sometimes it is also a notice me thing with them so you will go to them,a bit like a baby crying as soon as it is picked up it shuts up, they are a very clever bird and know you will go to them.

Many talking birds do this to practice. Get him to say things with bribes of his favorite treat and he may just be motivated to show off. have a great day everyday.
