Not sure the aim of your question exactly...

A lot of technology for many things, including transportation, was first developed as a response to a military need. Most large boats were probably first designed as a warship, an aircraft carrier, or whatever else...and then their technology adopted by the rest of us for pleasure and civilian commerce. Same is true for motorcycles...designed for WW2 I think...and now we use them in law enforcement, competitions, and for fun and transportation.

While the technology is often to serve a military need, it isn't always performed by military personnel, though, engineers, assemblers, etc. These guys could work anywhere. The military very often farms this kind of stuff out to civilians manufacturers and it is a big deal to have a military contract. Performance fabrics for military clothing, for example are not manufactured by soldiers, they are made by fashion designers who create materials that meet needs of durability, weather appropriateness, functional design, etc. We reap the benefits later in the form of workout wear and hunting and camping gear.

You may however be assigned to such a job if you were supposed to be able to make things on the move...or if you needed to repair things.

So a shipbuilder wouldn't necessary have to be IN the military to do their job, but there probably are quite a few who are.

I guess that it the Navy wants ships they will have to use shipbuilders, unless the airline industry branches out

Yes, the ships are easier than making the Navy swim across the ocean, but technically they are built by civilians along military standards.

yes and no some shipbuilding is civilian but most of it is military

The company also provides after-market services for a wide array of naval and commercial vessels.
This shipyard is in Newport News, Virginia.
There are many shipyards around the S.E. Va area that do ship repair and overhaul for US Navy ships. There are several around the coast of the U.S. as well, both large and small.

I would think so. The Navy needs someone to build their ships, the Merchant Marine is used to transport the military.

Military states it's needs and Private firms design and build

Ship builders are told of the military requirements and then they buils accordingly. But they are not part of the military.
