CPU makes noise when i open a new application or program or i scroll the page up & Down?

Sounds like the noise might be coming from the Hard-drive, not the cpu. Some hardrives are just noisy, but you may be low on memory, if every mouse movement causes the harddrive to thrash.

Sounds like your hard drive or it could be your CPU you must be using a lot of stuff at the time.
