Immediately after a tire change it's to warm up the tires and scuff them in a bit.

While on used tires it helps scrape off the accumulation of dust and oil dry the tires will pick up from the track at slower speeds. It helps in a small way to keep the tires from cooling off too much at the lower speeds.

It is also to keep the driver's arms limber, kind of like a runner who keeps pacing and stretching after a sprint.

It also helps fight the boredom of long yellows and gives the dirver feedback on any mechanical or handling issues that may crop up.

In stock cars it helps get some air into the cab to help keep the driver cool.

.... but mostly because it looks REAL cool.

2 reasons - 1 - it removes debris from the tires & 2 - it keeps the tires from getting to cool , on the majority of nascar tracks your traction is greatly reduced with cold tires not to mention if the tires are cold they will not build up air pressure to improve the over all traction of the car .

when they do "squiggly lines" they r cleaning off their tires when the tires get hot they pick up garbage and they move back and forth to clean up the tires so they done wreck or spinn the tires on the restarts

to clean off the tires and, heat them up to bring the air pressure back up. they usually restart with pretty low air pressure, especially if its hot and, they are racing on a slick track.

Clean off debris (bits of loose tire, ect.), keep them from cooling off too much, heat up the sidewalls.

They are either cleaning their tires if they did not change them, or heating them up if they did change them. They have to build up the tire pressures before the green flag.
