I have a Canadian passort and a Russian one that I need to get re-done. This summer I want to go to Russia to get my money I left in the bank. I need to have a Russian passport to enter the town where the money is (or an approval, but those are usaully rejected). It'll take a year to get the Russian passport done, and I cant wait that long. If I go with the Canadian, they wont let me in the town, since its closed. What can I do about this? Can the town where the money is sent it over to a different location? Any ideas?

Banks, now all banks have bank transfers. Go to the bank and apply for transfer of funds.

Can you authorize someone to get it or have a draft sent to a bank here via letter of credit?

We do that all the time with other European countries, but I am getting the impression your bank doesn't have an ATM...
