no one quite understands the rules to love and war because there are none. so it is only right to say that all is fair in love and war.

It means (in my interpretation) that the usual rules, like fairness, or choosing who's going to strike the first blow, don't apply, if you want to win either a war or the one you love.

It's a cop out meaning you can even kill your rival/enemy.
