It doesn't belong to a state, it is a singular municipality located between Virginia and Maryland.

If you are going to Washington, D. C., you are going to go to a federal district. You are not going to any state.

If you want to know which state donated land to form the District of Columbia, the answer is both Virginia and Maryland donated land. However, the land donated by Virginia was returned (they decided to not have the District cross the Potomac River), and the portion donated by Maryland became the District of Columbia.

It is not in any state. Did they not teach you this in school?

However, the southern portion of the original D.C. was returned to Virginia, and is today the location of Arlington and Alexandria.
