It may be that he is cleaning himself after peeing or pooing, maybe a little rash, chk for redness,or it does sound like anal glands are full, these are scent glands inside the anus, they fill with fluid every few months, most dogs get this prob from time to time, the vet or groomer will evacuate the for your dog....rubber glove job :-)
Or you can get a piece of tissue and get somebody to hold him, lift his tail high, and squeeze his area together GENTLY.
if a liquid comes out quite easily...bingo....its the glands that are full.....be prepared for a very stinky smell. Im a vet nurse and groomer, done it hundreds of times....if in doubt, go to vet, only takes 5 mins to sort it.

If he is worm free, and his anal glands have been attendend to, then check for fleas.

Flease will "congregate" in the rear/genital area, so look for little reddish black flakes (flear dirt, or digested blood) or for the fleas them selves. Get a flea comb and pass it over your dog and see if anything is there.

If you can not find fleas on him, then the next thing I would rule out is food allergy. Try the non-allergic Fish and Chips formula from http://www.frrco.com/121668 for a few months and see if there is a change. It seems expensive, but you feed less and if it is food allergies, this should put an end to it and keep you from having to spend money on expensive allergy shots, pills, and even medications to clear up allergy induced ear infections.

Good luck! I hope this helps!

the dog has special glands around his rear end that store a type of fluid, and when they are full, they bother the dog. what you need to do is take him to the vet and ask them to empty his anal glands, and they will do it for you. the you dog will not scoot his butt around anymore, or at least for a few months. i havethe same problem with my brittany spaniel.all of your other answer are pretty much inaccurate.

If his anal glands have been expressed recently, and he has no worms, it's like because his butt is itchy, or it's dirty and the carpet seems a better place to wipe it rather than licking it!

It could be that its something he is taking or being washed with. I would get some non perfumed wash and scrub him really good. My dog does this somtimes but its just my sign that she needs a bath. Also if he just got some shots he could be alergic to them so just in case i'd ask the vet.
Hope this helps!

He might have worms, dogs rub there butts when they have worms.
Next time he goes to the bathroom look at his stool and see if there are any worms in it.
He probably just need deworming.

He is irritated there and the rubbing provides some relief. Take him to a vet and have him examined.
