While this is not a satisfactory answer, Police are Humans too. How many times do people drink & drive, or speed and not get caught?
That is not to say that police are above the law. They in fact, are typically held to a higher standard because of their public lives.
As a wife of a police officer, and a friend of someone who was killed by a drunk driver, rest assured I would report ANYONE who I found drinking & driving. If you can do this anonymously, by means do so. If not, please be a stand-up citizen and report it anyway. Drunk Driving Kills - regardless of who is driving!

first off they can't. Second, everyone else actually does and, like the cops, don't get caught. Ever drive 55 on a highway? How many cars whiz by you at 65,75, 85 MPH over the course of an hour??? Are they all cops?
Plenty of cops get arrested for DWI and get tickets. Painting a whole group of people with a single brush isn't very smart either. For every one cop who drinks or speeds, thousands do not. probably about the same stats as any other profession. The only difference is, when a plumber or lawyer or teacher etc gets a DWI, he gets to keep his job, unlike a cop. Does that seem fair?

They can't. But law officers are people too, with the same flaws as everyone else. So a little understanding might be called for--everyone has a bad day occassionally. But if you see something that is really bad, and endangers innocent people, then bringing attention to the issue may definitely be called for.
People can do simple things, like notify the city manager or the city council members of concerns about such things via phone, at city council meetings, etc. The police chief answers to the mayor, and the mayor listens to those that have his ear: city council and his constituents, especially during voting season.
If you have real concerns that are not being heard or falling on deaf ears, then a video tape of such acts sent to a TV news station can bring more attention to an issue. But again, I wouldn't go that far, unless something really bad is happening.

Because in the past police officers showed common courtesy toward fellow officers that were drunk, that's basically a thing of the past now DWI laws are getting stricter and police officers are subject to arrest and suspension from the department if they are caught (I'm in NYC) and the law is the law and cops can't hide behind the badge anymore.

Cops are held under the same law as civilians--they are actually held at a higher level than civilians---if the cops are caught or cause an accident--he/she will have a high price to pay for drinking and driving-

Legally they can't. But - in too many municipalities - cops are a law unto themselves. They believe themselves to be above the law, just as most of our politicians do.
In New Haven, Indiana, 'cowboy cops' have been seen drinking in bars, and harassing other drinkers as they threaten them to not drink and drive. If the driver in any way objects to such treatment, it's not unusual for that driver to be 'pulled over' immediately upon leaving the bar.
In New Haven, Indiana local police officers attended a Christmas party where they got drunk and smashed a Hummer vehicle into the party headquarters, doing considerable damage. It was quietly 'hushed up', and most of the citizenry never knew a thing about it.
In New Haven, Indiana, cops routinely "stalk" drivers for several miles before pulling them over to issue a speeding ticket. Apparently, the theory is that the cop is observing other driving irregularities.
In New Haven, Indiana you can be pulled over for drunk driving and released if you happen to be the grandson of a prominent family in the community.
In New Haven, Indiana cops routinely watch for tavern patrons to leave the bar and wait for them to get in their car before trying to prevent them. Cops are on a 'performance quota', but too many of the city's cops don't do much of anything until the end of the month; then, the easiest thing to do is to pull over suspected drunk drivers.
In New Haven, Indiana cops have been known to pull over a person just because their vehicle was parked in a public place for "too long". Apparently, New Haven police officers believe you're guilty until proven innocent.
In New Haven, Indiana, a local city officials nephew can get off scott-free after being involved in an accident that killed one person and involved alcohol consumption.
In New Haven, Indiana cops will pull you over and harass you if they don't like you, or if you (in the past) have created any kind of unpleasant situation for them. It's a vindictive, vendetta-kind of criminal justice.
While many New Haven, Indiana police officers do a respectable job of "protecting and serving", some of the newer additions to the force have characterized themselves as vigilantes.
Then there's Woodburn, Indiana where a copy (who was finally relieved of his duties) intimidated young boys who were doing nothing wrong. But, he chose to send some of these kids to a juvenile detention center for no other reason than they actually went to the mayor of this small town and voice their complaints about this officer's reprehensible conduct. Small town America is full of cops who believe they are not community servants.

COD has been terrible for a minimum of four-5 years. I actual enjoyed COD 4 whilst i grew to become into in college, yet i could not stand something after that. There wasn't adequate version from interest to interest in the franchise, so, I lost any loyalty i could have had to them particularly quickly. terrible servers, lag subject concerns, and purely an customary degenerate community of pricks have been in all risk the biggest aspects to flush the sequence down the rest room. they are purely cookie cutter video games 300 and sixty 5 days after 300 and sixty 5 days, very such as lots of the activities video games that by no skill look to truly evolve. i want to punch myself in the sack whilst i glance back at each and all of the time I wasted enjoying COD multiplayer; for the reason that i finished with those video games, I even have had the possibility to play a great kind of different great titles (Bioshock, FarCry 3, The Arkham video games, Left 4 lifeless, etc..) and it not appears like some kind of chore to play video games anymore. of direction, that's purely my opinion. p.s. - this is distinctly hilarious which you're feeling the would desire to point the reality which you're a veteran in this venture. it is not that i've got not got fun with the reality which you served in the army, because of the fact I appreciate human beings who care approximately some thing adequate to combat for it. My venture is: that's a damn video interest; by no skill forget approximately that; in case you want a real firearm adventure returned, i could advise going searching periodically. Hell, you in all risk already do. I do purely not play video games because of the fact i want them like certainty or some thing; i want to adventure some thing slightly extra jacked up or tells the story of events that would not probable ensue given our stages of intelligence as people. geez...i want yet another cup of coffee.

They can't--unless they get caught by a fellow officer and that shouldn't be either.
If you know of such a case, consider filing a report (anonomously preferably) each and every time you know of such a situation. Make sure you include details as mucn as possible: Names, dates, times, license plate numbers, "party was held at...", etc.

Rest assured although this likely happens at some point or another, it is not always the case. I have seen officers at the department where I work get arrested for DUI on 3 or 4 occasions. And yes, they were arrested by their co-workers.
