If you're eligible for the child credit, you just enter the amount on your 1040 or 1040A. If you can't take the full amount of the child credit because the credit it higher than your tax liability, you might be eligible to take the additional child tax credit (form 8812) for some or all of the remaining amount of the child tax credit that you couldn't take. The additional child tax credit is a refundable credit, which means if you're eligible for it, you can get the amount refunded to you even if you don't owe taxes.
