German telephone books should be online, if not, major libraries should have them. Be advised though that Germany is a pretty big country and many surnames are quite common, if you know the city and/or state you're looking in, you're likely to have more success.

go to a library and ask for a phone book from germany

you can try ancestry.com, if youre able you can get the free trial for 14 days, making it possible for you to look up census'
stc from Germany...I just finished my Mom's geneology, and it works great.
