If it hasn't been activated, and you're sure that the activation information hasn't been compromised, then it's probably safe to post it. However, there is a greater-than-average chance of it going missing unless you take steps to disguise its size and shape, and even though it's inactive, losing it will be a headache.

To be safe, use a courier service that provides tracking information on the item you're sending.

I would not even contemplate this whether it was recorded mail or not. The card will be unsigned until your son receives it to sign, therefore if the post is tampered with anyone can sign his card and wipe out all his money. I would not risk it under any circumstances. There are an awful lot of thieves and fraudulents out there.
