African Grey's are known for their intelligence, and they can talk up a storm(the ones that feel like it) but each breed of bird is smart in its own right.
Grey's are good communicators
cockatoos are very sensitive to peoples feelings
conures are very good "watch birds"
and i have a lovebird that can escape from any cage you put him in. but to be honest,if all you want is a bird that talks, you are just wasting your time because sometimes even the Grey's, never utter a word.

Parrots even the smaller ones like the parakeets are all very intelligent. They take a lot of work, attention, training, and a real commitment. Try out a parakeet before you move on. Give it a good pellet food, fruits and veggies, limit seeds to 10%. If you want an interesting, talkative bird, then you must be an interesting talkative person. Use enthusiasm and talk to the bird like you would a small child. Being really animated motivates birds to try harder. Get a hand fed hand tamed bird if you don't have the time or patience to tame it yourself. Try breeders which generally have healthier birds and can give you accurate histories of their birds. Look for a bright eyed active bird. Males tend to have more talking ability but I do have a female that has 20 words down now. have a great day everyday.

Pacific parrotlettes are the smallest, domestic parrots...but they generally do not talk. Cockatiels are good talkers for a small parrot. There is no guarantee that any bird will talk. The best talkers tend to be yellow naped and double yellow head amazons and african greys...all of which will run you around $1000+ each for a handfed bird. Many of the conures can be good talkers and will cost $250 and up depending on what type and where you get them.

As for where you can buy..try looking in the phone book or internet for a pet shop that specializes in birds in your area. Another great place is Bird Marts...they tend to be 2x a year mega bird sales. Since I don't know where you live I don't know when, where or if there is one in your area.
