No! they are two different things. Citric Acid is what is in oranges and other citric fruit. Acid rain is caused by pollutants and has carcinogenic properties in it and that is what is bad for plants and the whole enviroment all together!!

Temporarily, yes. The citric acid would lower the soil's pH, kill off some microbes and make many nutrients unavailable to the plant. However, given time (and assuming that it wasn't a sackful of citric acid dumped on the soil), microbes would oxidize it to CO2 and H2O, raising soil pH back to normal. This doesn't happen with acid rain (nitric and sulfuric acids).
