There are tons of things that could represent water on an alter, aside from what was mentioned there is also a small figure of any aquatic animal, a goldfish bowl, a picture of the sea or the coast, a toy boat, heck if you are really limited, take a piece of paper and draw some blue waves with a crayon. The possibilities are limited only by your imagination. There is no right or wrong answers only the answer that works for you. If nothing is available, simply close your eyes and picture the sea in your mind. Nothing is 100% needed as all physical items are merely there to help you focus your mind. Your mind, your faith, and your heart are all you really need to bring to the alter.

A lot of things can represent water, a fish figurine, a sea shell, a stone taken from a lake or stream, pictures of storm clouds, etc. What I suggest is that you find something that you feel comfortable using on your altar, because your altar is how you represent yourself to the Goddess.

Edit: a piece of blue fabric that look crinkly and reminds you of waves, a picture of some type of water, a statue of a dolphin...use your imagination. Whatever makes you think of water is appropriate. There is no wrong way to set your personal altar.
