Plastic or wooden strips cut into slots like a half comb effect would be good as I could then slot into each other to make exact sizes.

I think you answered your own question. Go a hobby or hardware store and purchase plastic strips which can be cut with a boxcutter. I say plastic as it is much easier to work with and clean. Measure the spaces you wish to divide and draw the lines on a paper the exact size of your drawer. Cut the plastic to fit the design on the paper. You can seal the partitions with a small amount of plastic glue.

Use strong cardboard and cut it with a knife or good scissors. It will be quite strong if you inter-comb it half way down each. And it doesn't matter if one doesn't fit, just cut another one!
