Try this:
Start, Search, For Files & Folders. Search for files and folders named: Windows Explorer

A lot of files will come up. See if the one that looks like Windows Explorer is there (file folder with magnifying glass over it). If it is, rightclick and Sent To Desktop.

I think if you had really managed to remove the whole of explorer then your computer would not really be functioning at all as Explorer also has a part to play in the taskbar, start menu etc.

I can't help with your current problem, but there are lots of explorer alternatives you can use while you're looking for a solution: http://www.freecommander.com/ is one

I don't know if it will work fully without windows explorer, but it might help

if you can see files folders and the taskbar then explorer must be running or do you mean the shortcut in the start menu if you do just open my computer and navigate to C:\windows look for the file explorer right click on it scroll down to send to click Desktop (create short cut)
next right click on the start button and click open navigate to C:\Documents and Settings\your account name\Start Menu\Programs\Accessories
just drag and drop the short cut in there

You can do one of two things..
1. Go in through my computer whenever you want to work with your files .
2. Put your windows cd in & select the repair option
