Right! Well, "Dear Cheeky One" does have a ring to it! In being polite, though, a generic term like "Dear Householder", "Dear Neighbor", "Dear Co-Worker", "Dear Proprietor", "Dear Clerk" and the like will do for openers.
If your going for the throat and grabbing attention from the get-go, "Dear Horses' Patoot" is nice. Or "Dear Who-The-Hexx-Do-You-Think-You-Are", "Dear Meadow Muffin", "Dear Short On Brains" may suffice.
It's really got to be tailored by you for the need at hand.

i am going to make an assumption that cheeky has a negative or close connotation and that you are looking to open with a similar salutation. i would advise you to disarm any person who has addressed you in a disrespectful or breezy manner, respectfully in return to show your maturity. you get to the point[bill to be paid] or whatever and never let the issue get into emotions. you will be the better for it. thank you.

when you don't know how to address the person, who to address it to, or there are multiple people invovled, i think "to whom it may concern" is a classic that you really can't go wrong with. since i don't know why the letter, who it is to, or the details within the letter, that is my best suggestion.
