he said ,he will just leave the house.together with my mother,he has no work.evem my mum,my husband and i. the one who feed them.

If I understand you to mean that you feed your mum and your brother and he won't leave the house without your mum, then I think you have to ask him to leave the house with your mum.
It sounds cruel but you aren't doing him any favors allowing him to be unemployed and not contributing to the household expenses just because he is 'with mum'.
What does mum think of all this, by the way?
It's not a good situation. The best would be if your brother had a life of his own and contributed to some fund of money to support your mother, as you would. That is, I'm assuming your mother needs this support and depends on it.
If your mother can understand this, she might be able to act on her own - she could move into housing that is just for single older people who need that. She could respect the rules and resist when your brother tries to move in with her and sponge off of her - but the key is that she has to be strong enough to insist that she wants him to live independently. Without this, there really isn't anything you can do. Your mother may see the problem but quite unrealistically expect YOU to solve it - it can't be done. She has to learn that she has to be the strong one. Does she think your brother couldn't or shouldn't be expected to survive on his own? That is a good question to ask and expect an answer.

Boot him out-yesterday.There are shelter homes he can stay in, so he wont have to live on the streets.You cannot help someone who wont help theirself.

Who's house is it? If it is your mother's, and you pay rent, then that is all you have to do, and do not support him. If it is yours, you can demand rent.
