For medicine, it prevents oxygen or moisture from potentially cause the drug to change its chemical composition... If it was simply moisture and it was more than say five pills they were dispensing, they likely would place desiccant bags in the bottle. And if you leave chocolate exposed to air and moisture, it turns brittle or stale with time. They probably wrap it with foil to ensure the shelf life and quality of the product. The way things are packaged also might be government regulated.
