I know it exists because I saw it a couple of years ago while looking for something else on the net. I have looked at most major theme sites without any luck. Any hints or pointers will be greatly appreciated.

Go to http://www.wincustomize.com and download the free trial version of windowblinds. You can download a bunch of skins for it. It is an awesome program. The free trial is only good for 60 days, but the full version is only $20 and includes updates for a year and a year of unlimited skins downloads.
If you want to customize your computer further, purchase the full Object Desktop suite which includes windowblinds, for $50. It is awesome and well worth the money.
At the very least, go to the website and look at the screenshots and gallery!

Try going to your start menu > Control Panel > Themes & Appearences
> Under " pick a task", select " change computer's theme ". I hope this is what you meant, because that's all I can come up with. Good luck, Hope I helped.
