i want to edit pictures, make them look weird and all that stuff. i just can't find anything that could do it. can photoshop make a difference? and if it can how can i download it for free?

Photoshop will do it, but it costs around $700.00 and is designed to be used by graphics professionals. It's overkill. You can try downloading a trial version of Adobe Photoshop Elements, which is much cheaper and should do what you want, or you can also try some open source products:

Photoshop could probably do it as it has a wide variety of tools but there is no legal way to get it free unless you download a trial version from their website here http://www.adobe.com/products/photoshop/family.html

If you want adobe photoshop you'll have to pay the price these days - used to be free then free to try now it's expensive. There still may be similar programs available free or cheap .

there are a lot of software which could be for help, but the mostly affective program i by myself use is Ulead Photo impact XL ,and you can download a free limited time version .this is www.ulead.com
besides mostly photo shop editor program has some kind of functions too

You can't, unless you get an old version from a magazine or something.
You can get Gimp which is Opensource (free) and very powerful image editing software.

You can download the trial version and use it within a certain no. of days, and afterwhich, nothing's for free.
