Being a Mom myself and never having been materialistic ... I feel that it's not the gift itself that is important from my child. He's 21 now and has often not given me a wrapped "gift", but what he did give me was extremely important to me and will be with me for the rest of my life!
In past years he has given me handmade cards, written the verse himself and handed it to me with a huge hug and kiss, wishing me a Happy Birthday. He has asked me if there would be anything special I would like to do, but usually my answer is "not really" and so we just spent the day without any unpleasantness whatsoever.
One year he gave me a handmade gift certificate for a dinner or lunch out with him, at the restaurant of my choice and whenever I wanted to go. We spent a wonderful couple of hours sitting together, just he and I, eating, chatting, laughing and talking about when he was a young boy. Spending time alone with him is what stays in my heart forever. The fact that it was something he had suggested to me makes it ever so special to me.
I don't know your Mom or the relationship that the two of you have, so it's difficult to make any concrete suggestions. I would say ... whatever you give her make sure that YOU are a part of it in some special way!
Good luck and enjoy every moment you can with your Mother .... life is short, so make sure you have many memorable moments to think back on! Be creative!

Here's something creative that will be appreciated and you will have fun doing:
Make up a crossword puzzle and have all the hints be personal inside moments and jokes that only you two would know about. Put it on a poster board and add some clipart and some pictures to it!
The crossword puzzle could be time consuming and a bit frustrating ... you could do the same idea with a WORDSEARCH or WORDFIND puzzle.
Put your computer skills to work! Use Excel, get clipart from Yahoo Images Search, copy them, and reformat them, use a gluestick to put on posterboard.
Use graph paper, and pictures from magazines if you are not as good on the computer, and it will give it a homemade feeling.

the best gift I got my mother was a day out with me, we went to a nice quiet sandwich shop, then shopped for a little bit, the I took her for a facial at a spa, we did everything together and my sister did her part by getting both my parents dinner and theater tickets, (my sis was out of town). so my mom got pampered all morning and then had a night out with my dad.
it was great

I like bubble bath or body wash. Something only I can use for myself. Or...a gift card from say Victoria Secrets or Bath and Body so she can pick out her own favorite fregrance if you don't know which one she would like.
I think that's a nice present. That's what I would like.

How about you take her to lunch. I'm sure nothing would be better than spending time with you.
